As regards the second paragraph of Mr. Tratman's report, I am to explain that the allowance of 4/4a per unit, mentioned in this Department's letter C.R.V/C/484 of the 12th January, was calculated 5168 on the difference between the rates for freight insurance etc then
ruling and those in force in September 1915. This Department has- always made it clear to firma who offer wolfram for sale, that the allowance in question was subjeet to modification in accordance with the rates actually in force at the time of purchase, and accordingly this Department has purchased Chinese wolfram,delivered in the United Kingdom, at different times at prices ranging from 64/41 per unit up to 70/- per unit.
